Analysis

It can provide additional protection for soldiers, on top of flak vests at the cost of -0.12 c/s.

Once you get a lot of devilstrand, such as in mid-late game, it's recommended you switch to the devilstrand duster as it provides slightly more protection, insulation and coverage overall; in addition, it provides excellent protection against flame attacks, making it a superior choice.
