Array headsets can be crafted at a Machining table once the Standard Mechtech research project has been completed. They require 50 Steel, 8 Components, 2,100 ticks (35 secs) of work, and a Crafting skill of 5.
The mechcommander helmet gives the same, +6 bandwidth, but requires both plasteel and a diabolus' signal chip to create. The benefit of the mechcommander helmet is the protection it gives, roughly equal to a steel flak helmet while giving some amount of bandwidth. It may be more desirable to save the signal chip until you can create a bandwidth pack, which requires 2 chips. The bandwidth pack occupies a different slot, so it can be worn with any helmet. And unlike headsets and helmets, it never deteriorates.
The only stats that are meaningfully affected by quality are the deterioration rate and market value. As the item's HP is so low, deterioration is somewhat relevant, though there is some detriment to having anything with higher market value.
