That's not how it's intended to be; basically, the idea is that when you update an article for, say, A17, you put "A17" into the template. When A18 comes out, all articles that were updated before A18 become potentially outdated, so the template is changed, and the pages that were updated for A17 will display that. It doesn't mean that the article is bad, just that it might be not up to date to the latest patch; maybe that could be phrased better. The idea is taken from EU4 wiki.
