They're all transcluded onto the orders page so that you don't have to edit them in two places.
In my opinion it's smarter that way, it sort of future-proofs it so that it's easy to add new orders to the page or remove old ones, but keep the pages around so they can be put into an 'obsolete section' of some sort of documentation/version purposes.
