I think we ought to start with documentation to explain proper usage. The stub tag doesn't explain what a stub page is or when the tag should be used. The UC template doesn't have any documentation at all.

We can use Wikipedia's documentation to help expand the documentation for the stub template. See Template:Stub

And see Template:Under construction to determine if the UC template should be used in the same way.
