Family planning could also be made into a more strategic overview as in what skills could be raised as opposed to what skills would be recruited for example as I understand things you cannot raise a strong passion intellectual child.
Also could potentially vat grow organ donations or soldiers as well.
Of course that assumes that there are that many strategies to discuss that won't fit in say human resources/war crimes
