Wrt to listing things that block wind or listing things that don't, either or is fine, its just that having a partial list is not ideal (implies completeness, if meant to be a short example - invites addition of random entries etc) and the information should be available. Many pages that inherit their blocks wind setting (true or false) currently don't have it set at all, and that should be remedied regardless. Having it so that things that block wind is likely best, because then you don't have to set the tag items which all don't block the wind.

Wrt to length, there are ways around that that should likely be used either way the first point goes. For example, Generalizations can be made on the page and a full list (e.g. like Cover list) can be linked to, it can be made to collapse (e.g. like Template:Ingredient_List) etc.
