Rice is harvested from rice plants and is one of the four edible plants your colonists can grow. It is the most sensitive food crop in regards to soil fertility. When planted in rich soil or hydroponics basins, it provides an extremely fast food source. Planting it in gravel or other poor soil types will result in very slow growth, making it a bad choice for deserts and other biomes with substandard growing conditions.
Consumption in it's raw state causes the Ate raw food thought: "I had to eat raw food. Can't we cook it, or at least synthesize some nutrient paste?" which has a -7 mood penalty, so it should be cooked to meals. Unless your colonist has the Ascetic trait.
