Psychic sooth pulsers are a single-use artifact which are activated by selecting a colonist, then right-clicking the artifact and selecting 'Activate'. It gives a +15 mood to every colonist on the map.
Psychic Sooth Pulsers can be purchased from Exotic Goods Traders or found in Ancient Structures.
