Concrete costs one steel, and with the exception of smoothing stone for free, concrete is the cheapest flooring. It is fireproof and effective at creating a fire barrier two tiles wide around buildings to protect them, or around fires to keep them contained. Its downside is its -1 beauty, identical to that of a natural floor, can lead to the Ugly Environment thought.
