Concrete
Concrete costs one steel, and with the exception of smoothing stone for free, concrete is the cheapest flooring. Like all other flooring it is fireproof and effective at creating a fire barrier, two tiles wide, around buildings to protect them. It's downside is it's -1 beauty.
