I have a stockpile and dumping zone laid out, i don't know if i need any container of sorts?

In future, I'd suggest using the Discord for questions such as this - there is a link on the main page. But to answer your question, chemfuel should be stored inside an enclosed, roofed room if you're storing it on the ground, or anywhere you like if you store it on a shelf. There is no need for an additional container.

I'm currently playing in A17, I tried to target a Chemfuel container with a bolt-action rifle but the red circle disappears when cursoring over unlike other targetable object. If this is still true to v1.0, please update the article with this info.
