Your original post didn't have enough information about your scenario. Now that you've mentioned you were trying to power a sunlamp, I can explain why it's not working. It takes three ship reactors (3 x 1000 watts = 3000 watts) to power one sun lamp (consumes 2900 watts). Looks like you have two sunlamps there, so you'd need six (6) ship reactors. Maybe not feasible due to their size and cost to build, but that's a player choice.
