Whenever I need power for testing I god-mode a few of these in. The power output never stops or fluctuates. (Though I should probably just dev-mode unlimited power.) It provides 1000 watts of power but that's easily overtaxed and will seem like it's not working if there's an overall power deficit. Make one reactor, connect one thing to it, like a lamp, and you'll see it does indeed provide power.
